Under the title \u201eDistorted perception of internal security\u201c, renowned experts discussed the tension between actual and perceived crime.<\/p>\n<p><strong>On the podium were:<\/strong><\/p>\n<ul>\n<li><strong>Professor Dr. Thomas Feltes<\/strong>, lawyer and police scientist<\/li>\n<li><strong>Professor Dr. Thomas Kliche<\/strong>, educational researcher, political scientist and psychologist<\/li>\n<li><strong>Jan K\u00fcrschner<\/strong>&nbsp;(Alliance 90\/The Greens), Member of the Schleswig-Holstein State Parliament, Chairman of the Committee on Internal Affairs and Legal Affairs and specialist lawyer for criminal law<\/li>\n<li><strong>Steffen Russ<\/strong>, Head of the International Cooperation Department at the Federal Criminal Police Office (BKA), responsible for police crime statistics and dark field research, among other things<\/li>\n<\/ul>\n<p>The event was once again hosted by Burkhard Plemper, sociologist, journalist and former presenter of the NDR program \u201eRedezeit\u201c.<\/p>\n<h3>Between statistics and sentiment<\/h3>\n<p>\u201eGermany is a safe country,\u201c emphasized Steffen Russ with regard to the new crime figures. However, statistics alone are not enough to explain the population's perception of safety. Perceived crime often differs significantly from the real threat - a fact that is increasingly influencing political and social dynamics.<\/p>\n<p>Professor Dr. Thomas Feltes also noted an extreme contradiction between perceived security and actual events. Some countries are already talking about \u201eGerman fear\u201c.<\/p>\n<p>A particularly impressive example of this is provided by the study \u201eSicherheit und Sicherheitsgef\u00fchl\u201c (security and sense of security) from Bochum: while only a tiny proportion of those surveyed had actually been the victim of a robbery, many stated that they were afraid of this in the coming year - in some cases with an expectation that was 50 times higher than the actual probability. This exaggerated need for security has a direct impact on political decision-making processes and voting behavior.<\/p>\n<p><em>Read here the&nbsp;<a href=\"\/en\/&quot;https:\/\/ratgeber-notar.de\/podiumsdiskussion-ki-nachbericht&quot;\/\" rel=\"&quot;noopener&quot;\" target=\"&quot;_blank&quot;\">Follow-up report on the use of AI in the legal advice market<\/a>.<\/em><\/p>\n<h3>Politics between feelings and facts<\/h3>\n<p>Jan K\u00fcrschner spoke out in favor of making political decisions based on facts as well as taking subjective fears into account. \u201ePoliticians must take people's feelings seriously - but must not be guided by them alone.\u201c<\/p>\n<p>Professor Dr. Thomas Kliche saw a complex psychological and political problem in the public perception of internal security. Media events such as terrorist attacks could disproportionately increase fears and awaken the desire for absolute security - a claim that cannot be fulfilled. Populist forces deliberately use these dynamics to suggest simple answers to complex challenges.<\/p>\n<h3>Stereotypes and social projection<\/h3>\n<p>A central topic was the media and political focus on crime against foreigners. According to Professor Dr. Feltes, the fears of many people have increasingly focused on this area in recent years - regardless of the actual crime situation. Studies such as the one conducted by R+V Versicherung show that social fears, e.g. of poverty or the need for care, are much more widespread among the population than the fear of crime - and yet the latter is emotionalized and politically instrumentalized.<\/p>\n<p>K\u00fcrschner referred to the high proportion of non-German suspects in certain areas of crime such as knife attacks, where the proportion is around 45 percent - compared to a population share of around 10 percent. This phenomenon should not be ignored, but must be viewed in a differentiated manner.<\/p>\n<p>In this context, Russ emphasized the importance of demographic factors: the decisive factor is not so much origin as age, social situation and access to society. Young men - regardless of their origin - represent the largest group of perpetrators and victims. However, the polarization of the debate often prevents a differentiated, fact-based view.<\/p>\n<h3>Strengthening trust in the state<\/h3>\n<p>Professor Dr. Kliche also saw the growing fear of crime as a sign of underlying social insecurity. With every crisis, the longing for authoritarian leadership, strong statehood and isolation from foreigners increases. These developments not only weaken social cohesion, but also democracy. Populist information channels on the internet further reinforced these tendencies.<\/p>\n<p>Professor Dr. Feltes also warned of the increasing loss of trust in the rule of law. Many citizens have the feeling that the institutions are failing. The best protection against this is not symbolic politics, but effective crime prevention and a functioning social space in which people feel safe and included.<\/p>\n<h3>Local prevention is key<\/h3>\n<p>This is where Russ comes in with the ELSA tool developed by the BKA - an evidence-based local security analysis that helps local authorities to identify hotspots and take targeted action. Aspects such as urban development, school structures or club life have a demonstrable influence on the development of crime and the feeling of safety.<\/p>\n<p>Both Professor Dr. Feltes and Russ advocated strengthening community structures, promoting neighborhood networks and establishing the police more strongly as a local point of contact.<\/p>\n<h3>Conclusion<\/h3>\n<p>The evening made it clear that the debate on internal security is much more than a discussion about numbers. It is about trust, social cohesion and political responsibility. Facts alone are not enough - nor is giving in to irrational fears.
